Reported by the Civil Aviation Department of the Japanese Ministry of Land, Infrastructure, Transport, and Tourism (MOLITT), Haneda Airport's record 19.1 international passenger marked a 2.8-fold increase compared to the previous year as Japan eased inbound travel restrictions put in place during the COVID-19 pandemic. The previous record – 18.2 million – was set during the fiscal year 2018.


Haneda also had a record high 51,367 landings by international flights during the same period.


Meanwhile, domestic passenger traffic increased at Haneda by 16% during fiscal year 2023 to 61.8 million.


Japan previously ended border control measures placed in response to the COVID-19 pandemic before the summer 2023, and Haneda also saw an increase in international flights.
